Tojo was born in Tokyo.
however his clan was based in Iwate( his clan served the Morioka domain ).
Iwate was 窶伉ｯﾅ坦(rebel army ) against Choshu ,Satsuma ....
He was treated coldly because of rebel army .
There might have been a little connection by region.

Officers used to be people who were educated, or had a higher social standing, and then rose through the ranks due to their actions, opinions and aptitude.

The key is the time period she is asking about - back 50 years, maybe more, people were not always promoted simply by time in server and performance, but also by what class they were and what connections they and their family had.
