Help with understanding this sentence...

Its about the last sentence in the textbox of exercise 7 on the following page:
Imgur: The most awesome images on the Internet

I think its translated into: "Then, I aim to build a "mountain school" some time, where the children of tokai region can freely play."

not a very good translation I know, but I hope I got the basic meaning of this sentence. Thanks in advance for your help!

It's 都会（とかい） "tokai", not the name of a region 東海（とうかい） "Tōkai/Toukai".

And what does that mean? The word isnt contained in the vocabulary of my book, so I thought it would be a regions name ^^
