すみません。あんまり賢くはないけれど、ウソはつけないので書いちゃいます。
前作のキャラは、誰かしら減ります。確実に。

This is my interpretation. Probably no better than yours:

Please excuse/pardon me. I may not be very wise, but I can't lie so I am writing this down. ... Definitely.

I'm not sure what to make of the sentence on the second line, but チャラ probably means something other than "character" and 前作 means something other than previous.
 
I'm sure that キャラ means character
前作 means previous work.

"characters from the previous game" is more appropriate, sorry for the mix up.
 
"Zensaku" is commonly used to mean "previous story/episode/work (such as work of art, play, etc.)"
So, the second line probably means: A character or two (maybe more) in the previous story will definitely disappear.

今回かなりの規模で作り直しになります。そういうもんです。

作ってくれるわけではないし、自分の仕事が減らない限り、限界は
