Yeah, it's a Chinese poem.
冬梅不畏散霜降
歳寒方見松柏節
Tōbai sōkō ni chiru wo osorezu
Saikan masani shōhaku no fushi wo miru
roughly means;
Winter prams don't fear to fall by frost
Watching pine and cypress's knots in the cold winter

It's made in 甲寅 kōin, thus, any of 1974, 1914, 1854, 1794,,,.
