I met this in a paragraph, which a character from Oda clan describe the Saito clan's situation before the battle of Ibanayama Castle. Hope someone could explain what did this character mean here, it involves difficult words relating to politics so it's hard for me to understand (like example精神的な活力 = mentally vitality ???)

今回、墨俣の地で演習をやりながら、周辺に草を放ち、斎藤の出方を探っていたが、結局、全く動きを見せなかったらしい。
