Six airlines, including All Nippon Airways, Japan Airlines and Air Do, will require passengers on domestic flights departing from Tokyo's Haneda Airport to check in their baggage at least 30 minutes before departure from 1 September.

The current deadline is generally 20 minutes before departure, although it varies slightly by airline. The change comes as domestic passenger numbers have continued to recover since the COVID-19 pandemic, while delays caused by increasingly tight flight schedules and passengers carrying excessive hand luggage into aircraft cabins have become a growing problem.

This should absolutely stop. A few years ago on a flight from Fukuoka to Yakushima--small plane--they were dead serious. Even a bag that fit the test box but which had rollers that protruded was flagged and not allowed on board.

edit: but I'm not sure how to handle the custom vests/coats that have enough special pockets that they're effectively an extra carry-on.
