The problem is the "tentative" part. I'm not sure how to understand it.
Looking up meaning of the word "tentative", it says: "Not certain or fixed; provisional; Done without confidence; hesitant"
I mean, does that mean, that when saying といいんですが, the speaker is not sure whether he really hopes something for himself or what? Does using といいんですが make the speaker sound non-confident about his hopes? Does using といいです to say what the speaker wants make him sound rude or something like that?
I want to know how to say that you hope for something for yourself without making it sound non-confident and without making a negative impression.

Is it the same for 晴れだと and 晴れであれば?Yes.
How do make "if" sentence not "if and only if". For example, "If it's sunny, I'll (am going to) take a walk (but may or may not do so if it's not)".
