Framed awards to translate

Hi there,
I have two framed awards given to the previous owner of my son's new house. He was quite an expert in things Japanese. Could someone please take a look at they awards I will post and let me know what they say? Thanks in advance.

#1 is 勲三等旭日中綬章 The Third Rank of The Order of the Rising Sun, Gold Rays with Neck Ribbon given to Alvin D. Coox on April 29, 1992.

#2 is an award given to the same person by 財団法人 日本顕彰会 Japan Honoring Association on November 8, 1989.
