I was wondering is it common to start university at 17 in japan if that occurs?

Seems about a year younger than I'd expect, but I don't know.

It seems possible. There's no longer a requirement for foreign students to be 18.

But it's probably unusual for domestically educated students because the school year is April to March and the birthday cut off is also April to March.
So if you enter at age 6 as is usual you should be 18 after finishing 12 years.

There is a procedure to skip high school graduation and enter college early so it seems possible. I wouldn't call it "common" though.

do people ever graduate at 17?

do people ever graduate at 17?
Tony hawk graduated high school at fifteen, and my mom graduated high school at 17, you just have to take summer school for everything.

in japan graduate at 17
Yes I know but are you asking about high school or college? I assume high school. Based on what I said earlier, it would be very unusual. And the link I gave you implies that if they skip the end of high school and enter college they don't actually graduate from high school. I'm not sure though.

It may surprise you that high school is not compulsory education in Japan. Some people for certain professions that do not need higher education enter the workforce after middle school for example some athletes and shogi or go players. You also commonly choose and test to enter a high school based on your interests like someone I know moved from Kobe to Tokyo for their son to go to a high school that helps them prepare to be a train driver which is the son's dream. Anyway comparing what Americans do in America vs the Japanese education system does not exactly line up. As mdchachi mentioned you can theoretically skip high school graduation and enter university but that is quite difficult, the tests to enter university would be hard to pass for one. Temple University Japan campus has an English speaking degree program if that is what you are looking to do give it a try. Japan also has 短大 similar to community colleges which give 2 year degrees not unlike an associates in the US, my wife has one.

About an grade skipping system of Japan.
飛び級制度= grade skipping system
"Early college entrance" to enter the university without waiting for graduation from high school. It is institutionalized that "I am in the high school more than two years" (or following this) subject to "having particularly superior nature in the specific field" in Japan, and higher than pass for 25 years. However, 152 people that it stood so far to have entered the university using this system early.
It is Chiba University that introduced a system of the early college entrance for the first time in Japan in 1998. Now 10 universities (in system introduction order Meijo University, Elizabeth University of Music, Aizu University, Nippon Sport Science University, Tokyo art university, Kyoto University, Toho Gakuen School of Music, Tokyo College of Music, Nagoya College of Music. ) carries out early college entrance at at January, 2024. Chiba University has 104 and most acceptance results in this.

About early college entrance.
So-called "early college entrance" is the system that can enter the graduate school each even if I do not graduate from a university in the university even if a student having particularly superior nature does not graduate from a high school about the specific field (law Article 90 Paragraph 2, Article 102 Paragraph 2, enforcement regulations Article 151, Article 152, Article 153, 2001 Ministry of Education, Culture, Sports, Science and Technology notification No. 167).
If a person having particularly superior nature in the field that a university establishes in a person (the person who or follows this) who was in the high school more than two years is the early college entrance to the graduate school if it is the early college entrance to the university, the person who acquired the unit that a graduate school establishes in people (the person who or follows this) at school more than three years by excellent results flies and can enter the university.
But it is necessary for the university (graduate school) to meet necessary requirements when I accept a free participation student.

In the case of the early college entrance to the university
①A graduate school is placed and have the results in the education study and the instruction system.
②Demanding the recommendation of the principal of the high school in authorization of the particularly superior nature, and devising the appropriate operation of the system.
③Announce the enforcement of the self-check, evaluation and the result.

Thanks for the information. That was something new to me.
But to be honest, I think that there is no need to rush when it comes to education. I know some people who are smart, but who are always in a rush to do everything faster than others. It's okay, I think, but I prefer to take the time.
