couple of questions about mext scholarship

hi i'm bob an Algerian student from Algeria - an African state- and i have some questions if you can help me i would be grateful
i was born after April 1992, can i sign into undergraduate scholarship for 2014/2015, i have also an bachelor degree in mechanical engineering, i don't really want to complete my master there, but if i wanted what do i need, please answer

Just check your embassy website for details if you want the masters degree. For the bachelors, you must be born after 1993 if it's the 2014/2015 one
