Bamboo practice sword

Morning/Afternoon, I picked up, what I believe is, a very old bamboo practice katana but not sure what the age of it is.... WWII? Before that? After that?

It's in a cloth sleeve with a tag on it. It's old and faded but, hopefully, someone can "read it" and figure out its' age or source. I apologize if the orientation is incorrect.

The owner was a foreigner. Kōyō town was founded in March 1955, and incorporated into Hiroshima city in March 1973, so it's after the war.
