any info about how to get access to the film in Japan?

Hi, I'm looking for the film "The story of G.I. Joe" in whatever form like DVD, Videotape. The important thing is I have to get the access to the film in Japan, not like importing it from another country. The film was made in 1945, yeah so old that I can't find it easily. Is there any place dedicated to the collection of old hollywood films or something like that?like blar blar film center.
It's ok if I can not rent/borrow it as long as I can watch it.

Wow, I was so stupid, there was one! but unfortunately it'll take about 10days for me to get it, which is too slow. The reason I was looking for the movie was I have to watch a movie and write about it in my English class.
Anyway, I gave up looking for the one but another. so there's no need for any info related to the movie.
