I believe that alien registration card system was abolished, what you need now is "a resident card".
You should go to your local municipality office (chi-yakusho or ku-yakusho or machiyakuba) to have it issued.

This says nothing about working holiday visa holders, only "mid- to long-term residents", so be sure you even need one or are eligible to get one. Things changed last year in June, as you will see.
Technically, WHV holders are not residents, at least not mid- to long-term ones because they have a 1-year period of legal stay. Good luck.
