The sentences seem rather fragmented?

1) flex the specimen 5 times
2) if the mid point of the board is moved, it is ready

What are these sentences are supposed to explain about?
It will be easier for others to help you if you can give us more background.

Assuming that "displacement" means deviation from the midpoint of the hypothetical straight line that connects two end points (i.e., corners of one of the shorter edge of the circuit board), displacement must be a distance that is equivalent to 5% of the length of that line.

Just a wild guess here. I've seen many national standards, including ISO standards, that are totally incomprehensible to the laymen. 😌

Some words may be missing.
The phrase "displaced the line joining the two shortest edges of the board" should probably be something like "displaced ALONG the line joining the two shortest edges of the board" or something to that effect. But it might also be "displaced PERPENDICULAR TO the line joining the two shortest edges of the board." The meaning may differ depending on the words that are missing. Might you check the standard again and make sure there are no missing words?
If the board is rectangular, the line connecting the two shortest edges of the board is a line running longways across, that is, a line parallel to the long edges. If the board has some other shape, then the interpretation of "the line connecting the two shortest edges of the board" depends on the shape.
 
Canada has a lot of non-native speakers.
It could have been written by.. I dunno, a Chinese person or something.
Keep in mind not all native level speakers are native speakers.

I'm Canadian, and to be honest, I have absolutely no clue what the heck that means.
 
The sentence sounds weird indeed. And like people said already, either it was written by a non native, by a semi-educated native, or we're missing something...
