Can I translate まずは少しでも安全性の高い場所で、十香がきちんと生活できるかどうかを試したいところなんだ literally into "Firstly, this is the occasion where we'd like to test if 十香 can live a normal life in a relatively secure place"?

Sorry for nitpicking, but まずは少しでも安全性の高い場所で is not a clause. This is "the topic まずは + a noun phrase 少しでも安全性の高い場所 + particle で", i.e., it indicates the location of 生活できる. Your translation "十香 can live a normal life in a relatively secure place" clearly shows that you understand it correctly, though.

I think ところ is closer to "situation." It refers to a phase/step/stage in a process, and the speaker says that they are in that phase/step/stage now.
