日用品の容器包装をめぐる環境負荷低減の取り組みが新たな局面を迎えている。日本石鹸洗剤工業会によると、容器包装に使う樹脂使用量の２０２０年実績は製品出荷量当たりの原単位で９５年比４２％減。削減率４２％の目標は辛くも達成したが、頭打ちの状態。

Hi. I don't understand the bold 製品出荷量当たりの原単位で. I guess the 当たり means "per" but the phrase still baffles me. Could you please translate it?
