国は言っています

The order of words is relatively free in Japanese. It's the same as 国はできるだけ食たり飲んだりしないように言っています in meaning.
The reasons why that order is chosen there are because;
1) the sentence before そして, i.e., たくさんの人が一緒に会わないようにして、マスクや手の消毒を必ずします。 is also what the government says,
and
2) they avoid repeating the structure 国は～ように言っています/～と話しています。.
cf.
国はできるだけ食べたり飲んだりしないように言っています。
国は「家族と会うと、元気になります。ウイルスがうつる人が少ないときは、会うことができるようにしてほしいです」と話しています。
