Hi,

1. 小人が歌いだす前にと、ハリーは走り回って拾い集めたが、・・・

Why 前にと? Why not just 前に?

2. グリフィンドールからいつ五点引かれようと、それだけの価値がある。

(In case not obvious, he is talking about merit points being deducted as punishment for breaking the school rules.)

I feel unsure about the phrase いつ五点引かれようと (the combination of いつ and the verb form 五点引かれよう and the particle と). What does the combination signify?

3. 一年生が並んでいる真ん前で、しかもジニー・ウィーズリーもたまたまその中にいるのに、カードを渡されたらたまらないと、全身カーッと熱くなったハリーは、逃げようとした。

What is the purpose of the highlighted と?

1)
と is for quotation. The last half of the quotation following 前に (I don't read that part, but probably something like "(the object Harry is picking up)を全部拾ってしまおうと") is omitted since it's obvious from the context.

2)
This ~よう is for presumption, and ~ようと is a conditional similar to ~ても; whenever / even though.

3)
It's for quotation. All the preceding parts are Harry's thoughts in his mind.

1) Just to be clear, do you mean that the sentence is to be read like this?

小人が歌いだす前に [omitted part, assumed to be obvious from the context] と、ハリーは走り回って拾い集めたが、・・・

2) So does いつ ・・・ ようと work in combination to produce the "whenever / even though" meaning? It's just that the combination of いつ and と seems unfamiliar to me for some reason.

1)
Exactly.

2)
When いつ is not there, ~よう can be volitional.
e.g.
ライオンはシマウマに襲い掛かろうと身構えた。
