Is translated as:
Is it alright to take a photo?

What is no clear to me is why the guy uses も instead of は or が.
Or may be a better translation should be:

Is it alright if I also take a photo?

～て（も）いい expresses "permission." It's a kind of set phrase, and the meaning doesn't change when without も or "写真をとっていいですか？"
There's no form like とってはいい/とってがいい.
