My translation: "Of course, it [= 活動的平均余命] is shorter than the usual life expectancy measure, but if it can be extended then that is good for the individual, and, in addition, healthcare costs are reduced and other important (benefits) can be identified."
Is this OK? I felt a bit uncertain towards the end around 上でも. And is 重要であること referring to general benefits to society?
2. 長野県は確かに平均寿命もトップクラスなのだが、意外にも１００歳以上の老人の数はそれほどでもない。つまり、変な言い方だが、健康で長生きして、ちょうどいい年で亡くなっているということである。
My translation: "People in Nagano Prefecture certainly have an excellent life expectancy, but, surprisingly, the number of people over 100 is not that great. In other words, strange as it may sound, by having longer healthy lives, people die at 'just the right time'."
Have I correctly grasped the meaning of this, esp. the second sentence and ちょうどいい年?
3. Next sentence:
ある人はこれこそ人生８０年の幸せな生き方だと言う。
My guess is at something like "Some people say that this is a way of living happily to the age of 80", but I do not properly understand what これこそ refers to, or its grammatical relationship to the rest of the sentence.
4. 誤解がないように書いておくと、医療費が少ないのはこの県の医師がいい加減に診察して、患者をほったらかしにしているからではない。その証拠に、一件当たりの医療費は他県と比べてかなり高い。
My translation: "To be clear, low healthcare costs [in Nagano] are not because doctors in this prefecture carry out careless examinations/diagnoses or neglect their patients. As evidence of this, the costs of a single examination/treatment are quite high compared to other provinces."
