This comes from a profile for some characters.

"レイのこと愛する優しさと慈しみに包まれた女性."

Is this: "a woman enveloped by her gentleness and kindness of her love for Rei"? It doesn't sound quite right...

1945年3月、ドイツ第三帝国軍に戦争と人が為す"業"に巻き込まれた、哀しき犠牲者。

(I'm not sure on the kanji in the speech marks, the writing is tiny.)
"In March 1945, the Third Reich's Army (???), a tragic victim."

I think it's something like "a tragic victim caught up in ___" but I've not come across 為す before, and I don't know what "戦争と人が為す" means.

And I apologise if this is vague, but there's a kanji I can't make out. It's [?]生させる, and refers to making a human into something else. I remember it to be something like birth, creation, form, etc.; it's a square-ish kanji. Might anyone know what it is?

レイのこと（を）愛する、優しさと慈しみに包まれた女性 makes sense? (I.e., レイのこと（を）愛する and 優しさと慈しみに包まれた are both modifying 女性.) As for the second one, the kanji 為す is correct. In this case, the meaning is almost the same as する. (I would translate it as "to cause".)

ドイツ第三帝国軍に戦争と人が為す業
karma which was caused in the Third Reich's Army by the war and people

Nearly went with that at first, but I was worried there was no comma or sign of separating the two phrases for a reason.

So 為す is similar to する, but with a more 'they made it happen' nuance rather than 'they did it'? Is it less intentional?

No, it's definitely not that. I think it could be 誕生, but it's so hard to make out. I'll post a screen cap, and see if it's clear to anyone else.

Yes, it seems like 誕生.

As for 為す, it's intentional / volitional, but I interpreted it "to cause" here because of the word 業. 業 can't be intentional / volitional.
