Ok so Shinosuke's mother has told him to come, he replies that he's drawing right now. Now his mother begins to imagine what will she tell Shin Chan about his drawing when he finally comes:
ここはひとつおだてて。。。。
Here one flatter.
Thats a very literal translation but even knowing the words I can't put the grammar together. Here (ここ) topic particle (は) verb to flatter (て form connects sentences) て (don't know about this one but given the previous particles at the end of the sentences I bet is here for emotion)
あらじょうずねえ!!
Wow! very skillful!
とってもじょうずだからひき肉買ってきて!!
So skillful that you are going to do the shopping!! XDDDD
(Sorry for the free translation but this last one was actually funny, let's see what will really happen when Shin Chan comes XD)
 
ここはひとつ is a kind of set phrase used when starting to do something; "this time/now/here" or like that.

おだて is the stem of おだてる. おだてて is the -te form.
おだてる→おだてない→おだて
すてる→すてない→すて

Now, I will flatter Shin chan into...
