There's a few questions I'd like to confirm about the second sentence.

反対派のリーダが、有無も言わさず謹慎処分だぞ。ひと波乱あるに決 まっておろう。

1) Is ひと here referring to "人"?

2) Is おろう here equivalent to "だろう"?

In this case, it's not presumptive but for expressing the speaker's strong assertion or reproach.

I'm still rather confused about 1) though. Does that mean by modifying 波乱 with ひと, it changes it's meaning from bi-directional to uni-directional?

So it would mean "There is only one way this can head towards." (either ruin or improvement)?
 
More simply, "one disturbance / commotion". There is a common saying ひと波乱もふた波乱もある.

I'd say there's a similar english saying "One trouble leads to the next."
