My translation: "「暖冬」 literally means 'warm winter', but not that many people know how warm it needs to be to be called 「暖冬」."
a) What is the grammatical role of に in どの程度暖かい時に? Does it simply mark the element B in "A is called B"?
b) Does そう translate to "that", as in my translation "not that many"?
