どういう ＝ どんな but is it common to hear どう言う？ They are both pronounced the same so it would be hard to distinguish the two outside of context. Also what is the meaning of the latter?

By 'both' you mean どういう and どう言う ? They are the same phrase. The second just uses the kanji (not common but nothing really surprising).
