Hi. Does the と in red refer to the underlined part, which is a quotation? And why isn't という噂の used here? Thank you.
 
Yes, the clause preceding と is a quotation; the contents of the rumor in this case. という噂の can be used there. They are the same in meaning, but different in grammatical structure. と just indicates the contents, while という modifies 噂.

1. 〇ランキングを駆け上がったと噂になっている。
2. 〇ランキングを駆け上がったという噂になっている。
3. 〇ランキングを駆け上がったと噂されている。
4. ×ランキングを駆け上がったという噂されている。
5. 〇ランキングを駆け上がったという噂をされている。

#4 is ungrammatical because 噂されている is the passive form of a -suru verb 噂する, and という can't modify verbs.
#5 is OK since 噂 is a noun here as same as #2.

噂の can be considered that it works like an adjective in ~と噂の, and ランキングを駆け上がったと is an adverbial phrase, which doesn't actually modify 噂 directly. See the following examples.

〇面白いと評判の映画
〇面白いという評判の映画

〇出来がいいという評価の論文
×出来がいいと評価の論文
〇出来がいいと評価されている論文

評判の has a similar function to 噂の, while 評価の is not. You can think that the structure of ~と噂の is close to ~で有名な, which you've come across before.
 
As I already wrote "評判の has a similar function to 噂の, while 評価の is not", 評価の doesn't have the function similar to 噂の. Unlike 噂の or 評判の, 評価の only works as "noun + possession particle の", and the adverbial phase 出来がいいと can't modify nouns, needless to say.
