Seem like a ます form of となれる which comes from となる but how do you translate/understand WTH is となれる?
 
I think that nare is just another inflection of naru.
So that line 勝利へと誘(いざな)う翼となれ may just mean:

To entice/invite victory I grew wings.

Because the verb naru is usually written using only kana.
 
なれ is the imperative form of なる. It's quite the same as 走る --> 走れ, 黙る --> 黙れ or 飛ぶ --> 飛べ, as you can see at the very end of your quote.
