Without more context for the conversation, it's not entirely clear, but it seems likely it indicates an
implied 言えません.

The speaker is saying they already explained what they know about 蘇生能力、
but for 吸収能力, 現在調査中 + と + しか = "presently under investigation" + "only"

Only what? It's in the context of what they have been able to explain, and it must be a verb
that takes と, so probably,「しか言えません」.


It seems like an unusual place to end a sentence, so I expect either the speaker is interrupted or the verb has been displaced
by an intervening side comment.
