Hi. What is this てか? How is it different from just か?

思うて is a classical or dialectal version of 思って. Two interpretations are possible, 思っているのか or 思って（そんなことを）したのか. I don't know the context, but it seems to be the former one to me.

You might already realize this, but the speaker is using a classical wordings that sound solemn and arrogant like samurai , most likely to show their character.
