皆さんこんにちは、
Can someone please explain the use of the ていなかand はないか grammar. When I read it. it sounds like "whether" as in "whether it's hot or cold.."

市の職員は、玄関の前に雪がたくさん残っていないかや 、屋根から雪が落ちる危険はないかなどを見ました。

I think it reads like.

City personnel went to see whether there was a lot of snow in the entrance not removed and to see if there could be danger from snow falling from the roof.
 
Right. It means "whether (or not)"; 残っていないかどうか, 危険はないかどうか.

Does the か act like a dummy question particle? like in いないか doesn't?
 
It's equivalent to "if / whether" in English. It shows that the preceding clause/phrase is a quotation of a question, thus, 雪がたくさん残っていないか means that they were checking "Isn't there a lot of snow remaining?"
