僕が叱りながら、お前はもうちょっとマジになれる、彼らはそう言ってくれているのだ。

Hi. Why isn't a と attached to the underlined part? Isn't the underlined part a direct quotation?

Isn't it 僕を叱りながら, by any chance?

That's because そう is put before 言う. In other words, if そう isn't there, と is needed.

〇お前はもうちょっとマジになれる、彼らはそう言ってくれているのだ。
〇お前はもうちょっとマジになれる、と彼らは言ってくれているのだ。
×お前はもうちょっとマジになれる、彼らは言ってくれているのだ。

〇気にしないで、そう言って彼女は笑った。
〇気にしないで、と言って彼女は笑った。
×気にしないで、言って彼女は笑った。

〇早くしろよ、彼はそう言って出て行った。
〇早くしろよ、と彼は言って出て行った。
×早くしろよ、彼は言って出て行った。

By the way, does お前はもうちょっとマジになれる mean "you've got a bit more skillful"?

If you think "skillful" fits the context, マジ is also a typo of マシ, maybe?

Thank you. Sorry. I didn't notice the other typo. Actually I have read it all along as マジ until you point it out.

The context is as follows:
須賀さんも夏美さんも、僕が家出少年であろうと関係ないのだ。当たり前の従業員として、当たり前に頼ってくれるのだ。僕を叱りながら、お前はもうちょっとマシになれる、彼らはそう言ってくれているのだ。その瞬間だけがチクリと痛い注射のように、僕の体を強くしているのだ。

So what does the underlined part actually mean?

ましになる means "to become better than before", so it's "you can become a bit better than before". Note that まし has a nuance "not enough/below average", for instance, 南極より砂漠のほうがましだ。(both are bad, but desert is the lesser bad), thus, skillful might be not appropriate.
