「出来たい」?

Hiya I just hit a wall. I'm writing a Japanese essay about 電子辞書 and it's not absolutely necessary but I just can't figure out how to say:
I want to be able to look up Kanji by writing them on the screen with either a pen or my finger
It's most of all the 'I want to be able to' construction that's bothering me.

Isn't ta + rashii also a casual hearsay expression akin to sou desu?
田中さんは新しい家を買ったらしい。I heard that Tanaka bought a new house.

Edit - completely misread, it's taraii. 😅

Would it be oyogitaraii or oyoidaraii? Just a little confused on construction.
 
It's 泳げたらいい(のに), i.e., "the past form of the potential form of a verb + らいい".

書けたらいい(のに), 勉強できたらいい(のに)


You can also use the structure ~ようになりたい for "to want to be able to ~".

引けるようになりたい, 泳げるようになりたい, 書けるようになりたい, できるようになりたい
