1922 book about Japanese Americans

I picked up a C. 1922 book about Japanese Americans in California. There are hundreds of photos of identified JA families and while those captions are in English, the title of the book is not. I have posted a photo and hope someone might translate it for me.

An interesting aspect of this book; property of U.S. Naval Intelligence. I'm guessing was used during the investigation and round up of Japanese Americans.

Following Japan's attack on Pearl Harbor in 1941, concerns about subversive activity by Japanese Americans grew more pressing. ONI commissioned Kenneth Ringle, assistant district intelligence officer for the Eleventh Naval District in Los Angeles, to conduct a thorough investigation of the resident Japanese population. He found little evidence of Japanese American saboteurs, and in his final report to President Roosevelt, advised against mass incarceration, a view that was shared by most ONI officials, but that was largely ignored by the Army and War Department.

The incarceration of the Japanese Americans was an outright crime.

Sorry to have just seen your reply - would have replied a lot sooner otherwise.

No 'sorry' needed.

But I am posting to express agreement with the point that the reaction by (actions of) the federal government could be stated to be a "crime" but there are a lot of 'buts' that could follow that assessment.

Of course, adding any 'but' to that makes some folks angry. Maybe very angry.

And now an apology is necessary; I apologize to you, Bunkerhill, if my adding the 'but' angers you.

By the way, that is one audacious User ID you have there. But many years ago the VFW allowed me to open a new Gmail account using 'vfw' in the account name when they were still invite only and that was audacious of me and the VFW. I make note of it being 'invite only' at that time because I think that was the only time when it was possible that nobody else had tried and done it. But I had to get permission because I was a VFW officer.
