Japanese handwritten document from my family archive (translation help wanted)

The language is fine, it's the handwriting (of the top picture) that is somewhat hard to read. The language didn't change that drastically from the 1900s to the 2000s.
The bottom one reads:
Residence Restriction Exemption Certificate
Address: Baweanweg (note: could be different spelling)
Name: M.B.F. Beste
I certify that the person mentioned herein is an employee of the military administration, and is therefore exempt from Residence Restrictions.
Showa 17 July 10th (1942)
Bandung Regional Administration Chief, MATSUI Kumajiro
Edit: the printing on the far left reads: Department of Communications
The bottom one reads:

The top one might relate to orders given to MBF Beste after leaving his/her position, but I can't make out many words due to the handwriting. Looks to be written by a Mr. Gotō (後藤 - the two characters on the bottom left above the word in parenthesisi)

Regarding the "Other Informations" document:
The "Other Informations" side is the back side of the document.
Starting from the other (front) side, we have the following:
Camp: 爪哇 (Java) 昭和18年9月10日 (10 September 1943) --Java has been crossed out. I cannot read the read cursive writing.
Name: --The handwriting is the same name written in katakana.
Nationality: 蘭 (Netherlands)
Rank: 陸軍曹長 ([Army] Sargeant Major)
Place of Capture: 爪哇 (Java)
No.: 爪工27575 --Not sure exactly what 工 is here, but 爪 is obviously shorthand for Java. Again, I can't read the red cursive writing.
Date of Capture: 昭和17年10月10日 (10 October 1942)
Occupation: 中学校教師 (Middle School Instructor/Teacher)
Now onto the "Other Informations" side:
昭和18年9月10日プリアンガン州抑留者中（ヨリ？）収容 (Taken in (from?) Priangan Province Detainees 10 September 1943)
19.7.7馬来俘虜収容所へ出発 (Departed for Malay POW Camp 7 July 1944)
昭和 年 月 日 馬来俘虜収容所第一分所へ移管ス (1st section is the date, left blank; Transfer to No. 1 Branch Camp of Malay POW Camp)
昭和20年10月15日ヨリ昭和20年12月6日ニワタリ (From 15 October 1945 through 6 December 1945)
バカンバルニ於いて、聯合国軍ニ引渡ス (Hand Over to Allied Forces at Bakangal)
I may have spelt the place names wrong, as I'm not well-versed on place names in that part of the world.

Based on the link for the POW Research Network Japan website, the Malay camp he was in was located in the island of Sumatra at a place called Pecambaru. He was moved to this camp the month after the camp itself had been moved from Medan, Sumatra.

I think it says 泰 which in other words is Thailand. Sadly, it doesn't give any more detail, as Thailand had quite a few camps.
