やっと俺にも運が廻ってきた。

I'm not sure how に is used grammatically in the above sentence? It's redundant to me. I've expected は or も only. Does も here have the sense of "also"?
 
に is used there because the target of 廻って来る has a sense of direction, just like ~に行く, 渡る, 届く or 向かう. Even when only は or も is used after target, に is just disappeared behind it (e.g. 学校(に)は行く, 向こう側(に)も渡る).

Do you mean にis optional? And so is にin the given sentence?

By the way, does もin there mean "also"? I'm not sure if it is meant to say the luck has ALSO come around for me.

Sometimes it is a bit much to explicitly translate or think of も as "also". The nuance is that a lot of other people out there were already lucky and finally it's come around to the speaker, too.

Dropping the に wouldn't be outright ungrammatical but like Toritoribe-san says, it's more intuitive to have it because 回る carries a sense of movement.
 
Just an amendment to the above that not just 回る/廻る, but especially because it's 廻ってくる that there's a sense of movement here.

に is necessary when it could be misinterpreted. For instance, unlike 彼女にも/には手紙を送った, 彼女 can be the subject of 送る in 彼女も/は手紙を送った.
