What places have people found that are great to visit and cost little or no money?
the best I found was the ANA Maintenance Facility Tour. Completely free but you must book a year in advance

Meiji Jingu is still high on my list of favorite free places to go. Follow that up with a walk up Omotesando, and you've got yourself a pretty good day - as long as its not 36° C outside.

I believe the Ebisu beer museum is free. At least it was when I visited it a couple of years ago.

Personally I consider an open air museum itself. I can spend hours and hours just walking the streets.

I've not been, although I went to the top of the 30-storey building next to it, which is free. Winter mid-afternoon is good. The skies are clearest in winter in Tokyo and you can see as far as Mt Fuji most days. As it gets dark (4-4.30pm), all the lights of Tokyo start coming on.

While on the topic of free things to do in Tokyo, walking across Rainbow Bridge is highly recommended.

I went with my wife, but then decided not to go up. If I remember correctly, it would have cost me something like 3000 yen per person to go to the top floor. I've been up many towers (Tokyo tower, willis tower, petronas tower, the beer opener one in Shanghai, Taipei 101, Eiffel tower), and I found it to be overpriced, especially given the location of the tower. Of course exchange rates at the moment of visiting may affect my opinion.

It is 2060 yen for adults to go up. We went on a weekday morning and we only had to wait about 30 minutes to get tickets and about 10 minutes to go up. It is well worth a visit.

I agree. If it's a clear day it's worth it.

I've taken quite a few visitors to Kappabashi-dori. Been a big hit with all of them.
It's free to walk around and look .... but you will end up buying something there !!

Just a quick note that the Japanese Currency Museum near Tokyo Station (Yeasu exits side) is free and really interesting. Some excellent exhibits and the artistry of the early currency of Japan is stunningly beautiful.

Don't accidentally try to walk into the bank next door, it's not open to the public and the guard seems a bit twitchy.
