help with comprehension of sentence from book

Hi All,
I am reading a book called 真夜中のぎゅうぎゅう猫。
The main character トミエさん an older lady has just passed the driving test and the instructor said she showed similar skills to younger people. The next line is....
でもトミエさんは、いつになってもうまくできません。
i'm not sure if its something simple i'm missing, but i have no idea what いつになってもうまくできません。means.
can someone please explain it?

The いつ is a placeholder indicating time; don't think of it as "when".

That makes so much sense. I also realized that she has not yet passed the test. She is still under instruction and is doubting she will ever have the skills.

The author uses the same grammar structure later. The lady has just hit the gutter with the car.
and is feeling down. the instructor then offers encouragement.
岡本先生はいつもこうはげましてくれます。
