どこのオフィスでも、ファックスを使っています。

Out of this I get "Whatever office (it is), (I/we/ etc.) use the fax machine", which does not seem very plausible. What does the sentence actually mean?
 
Literal translation is "at any office people use a fax machine/machines".

どこでも anywhere/any place
いつでも anytime
だれでも anyone

Right, thanks. Do you think, therefore, it's essentially saying that fax machines are commonplace, and that you can find people using them in any office?

Yes, your interpretation is correct.
Any office you go, you'll find that fax machines are used.
