I am a 66 year old business owner and want to create a subsidiary in Japan. I currently do business with the US government and our foreign allies. I want to open a subsidiary in Japan and have living quarters there. Is there someone whom I can interact with to discuss this?

You may be able to get a Business Manager Visa as your visa type too but yes do contact JETRO. As long as you meet the requirements I see no issue.
