Paper. If they have a fancy Toto toilet seat available to them, they sometimes use water. Or both. But mostly paper.

I love our Totos and couldn't live without them anymore. They're the reason I started a mini-library in the bathroom. Toilet paper? Only to blow my nose.

Likewise here. I don't think having a Toto is too "fancy"?
I'd say it seems like 90% of newer houses/apartments and public restrooms are equipped with them.

Though I also use paper to dry off (and I thought everyone did...? )

I would love it , but only if it was nice & warm. Here in Maine with the water pipes in the cellar , it takes a while for the water to reach upstairs warm/hot. I would still use toilet paper to dry off though.

Don't worry the water is warm before it hits your bum. You can adjust the temperature too.

You see after the war there was a shortage of paper so the US military taught them how to use toilet paper which they still do today.

It heats inside the washlet not via your hot water heater. After the misses popped out some humans she got hemmeroids it is very nice for that as well. Our Toto has a built in dryer but yes you can still use paper to finish the dry, you will use less toilet paper for sure and be cleaner.

Incidentally ours also has a heated seat and it raises the lid as one approaches. I do have to press a button to raise the lower part for 立ち小便。
