WWII Japanese writing in holster

Hi, I'm looking for some help translating the writing inside the flap of a wwii Japanese type 14 holster that is in my collection. I have been interested in knowing what it says and if I can research it some. I was pointed to this forum any help with it would be greatly appreciated. Thank you.

It's most likely the commander's name.
 
was the nambu in the holster? I see 1782 wounder if it would match the nambu
 
There seems to be a faint digit at the right end. The number would be 5 digits; 12827.
