World War 2 flag found

Hello,
I recently found this flag and I was wondering if anyone could tell me anything at all about it. I realize it's a lot and I'm definitely not hoping for a full translation but if anyone can even tell me what one or two things say, I'd appreciate it because I do not read/write Japanese so I'm a bit clueless about what is on this flag - I just know it's from around World War 2 or perhaps earlier from the 1930's.

It appears to be all signatures. If there is anything in it to indicate the date or group or the reason for creating it I can't spot it.

Thanks Mike; at this point I'm not even sure it's a WW2 flag. Could just be a Japanese flag with a bunch of signatures. If anyone else can discern anything from the pictures I'd really appreciate any additional info - if this is a WW2 flag I'd like to try to get it back to its owner/family but I'm not even sure it's a soldier's flag.
