Where to study language?

I'm a european student finishing high school this year and I'd love to study in a different country.
Obviously, since I'm writing here, the country I'd like to study in is Japan, however, one huge barrier that's preventing me from studying easily in Japan is the language and I understand that I will have to be at an intensive-Japanese-learning program at least for a year, hopefully for a year and a half.

However, as I understand, there are two main choices I can choose between - studying at a private university or a language institute. The thing is - I don't know what's the difference inbetween these two for practical life and my studies and would like to be enlightened by someone who has experience. Around here, studying something at university would always be considered better than studying at a language school, but language schools might have much better experience with teaching the language to foreigners and are therefore better.

Does anyone in here have enough experience to help me understand whether should I be looking for a private uni or for a language institute?
