When to omit kanji use?

Sometimes when I look up a kanji in a dictionary to see its readings and/or stroke order, it is listed as "not a general use kanji". An example is 誰. Would it be better to use kana in favor of kanji in this case, e.g. だれが高校生？

It's an example of a kanji that is widely known and commonly used but for some reason fallen through the cracks of official jouyou-dom. Believe it or not, a lot of prefecture names have the same challenge.


If you are going to use a wildly obscure character beyond the general-use kanji, just please attach it with the reading !!!

According to a public opinion poll regarding Japanese language conducted by The Agency for Cultural Affairs in 2006, 96.6% of people use the kanji 誰 in daily life(use frequently: 88.2%, sometimes: 8.4%). Therefore 誰 is supposed to be added in the new Jouyou kanji list.
