When to omit kanji use?

Sometimes when I look up a kanji in a dictionary to see its readings and/or stroke order, it is listed as "not a general use kanji". An example is 誰. Would it be better to use kana in favor of kanji in this case, e.g. だれが高校生?

Any help is appreciated.

It's an example of a kanji that is widely known and commonly used but for some reason fallen through the cracks of official jouyou-dom. Believe it or not, a lot of prefecture names have the same challenge. :p


If you are going to use a wildly obscure character beyond the general-use kanji, just please attach it with the reading !!! 😅
