That's a typical words said to a shrewd merchant by a dishonest local governor in a scene planning insidious wiles in a historical play. You can see the two people there, the left is the merchant, and the right is the local governor. (The blue stump on the lower left corner is 悪代官 Akudaikan, meaning dishonest local governor.)

Depends on your relationship. If they have no reason to give you something with this particular saying then my guess is because they thought it would look interesting to you or because it was on sale.
