If your Japanese isn't good enough to google information in Japanese about how it, then you are light years away from being able to get qualified anyway. Don't waste our time.

Certainly, it matters. A 28 year old with only rudimentary Japanese and no current background in law is hardly to be taken seriously when making the kind of inquiry you make. You wouldn't believe some of the not-a-snowball's-chance-in-hell Japanese dream job inquiries we get from people who are just a total waste of time.
