Watching Japanese TV abroad

Hi folks!
Is there a way to stream Japanese TV over the internet? My new colleague has just moved in from Japan and cannot understand anything of our TV channels here (in Norway)

I have tried TV Ants, PPLive, TVKoo and a couple of others, but I cannot find any Japanese channels, just a lot of chinese ones. Can someone please help me so i can help her? Is there a program that is just for japanese channels or is it totally illegal or something in Japan?

PS: Please don't tear my post apart claiming it's illegal or anything. I'm just trying to make everyday life easier for a very good Japanese friend of mine

I've got digital TV and I got channels from Al Jazeera to some Russian one, but not a single Japanese channel. ☝

Is there Dish Network in Norway? I have in Mexico and I can watch a channel called TVJapan or something. It has a lot of NHK broadcasting. It is around channel 620 I think...
