Unusual Drawing On Flag

Hello and Greetings. In addition to the Yosegaki Hinomaru that I posted yesterday, I have received pictures of three additional flags that have been made available. One of these three has an unuusal drawing on it that appears to be a face. Assistance on any translations would be appreciated. This flag also has what appears to be mutliple shrine symbols on it. I have attached several pictures.

Does the flag appear to be authentic?

It means May the righteous wind of the Emperor blow to all corners of the realm

This is the first time I've ever seen it. (But...this is not unusual. I see unusual, new things all the time). It seems to be a phrase that had some currency during the war. It appears on some monuments from the war era.
