Question Understanding というのに and this sentence

ハンドラーが自殺してレイドデバイスの調査依頼が来て、プロセッサーの一人が原因みたいに言われていると知った時、ふと考えた。
調査に必要だから連れてこいと、言ってあげたらどうだろうか。
貴重なサンプルだとか言って、そのまま終戦まで留め置いてしまえばいい。軟禁する形になってしまうけれど、少なくともその人は生きのびられる。たった一人だけでも助けられる。
そこまで考えて、自分の思考に慄然となった。
だってあの時、幼馴染のあの子だって、助けてあげなかったのに。
輸送部のクズどもが自分の仕事だというのに断ったと聞いて、むしろほっとした。ほら、やっぱり何もできない。あたしには誰も助けられない。

Hi. What does the bold というのに mean here? It doesn't appear to mean "although" here. And how should I make sense of the underlined sentence?

I guess at one time the people of the import/export division were territorial about some work issue, and claimed ownership over it, but then they dropped the ball, or deliberately abandoned it (which ended up working out well for the speaker - or at least confirmed something in the mind of the speaker).
